Job Description

The Underline is a bold initiative transforming 10 miles of underutilized land beneath the Miami Metrorail into a vibrant, connected, and resilient linear park and multimodal trail that has become a magnet for residents and visitors alike. Driven by the nonprofit Friends of The Underline (FUL) , we’re building a new model for public spaces that integrates green infrastructure , active mobility , smart city technology , cultural programming, and public art into the heart of Miami.

We are seeking a results-oriented Project Manager to lead and execute high-impact projects across multiple departments, including park and retail operations, technology deployment, event production, and public art. This role requires a strategic thinker and effective communicator experienced in project management, cross-sector collaboration, contract and vendor management, and stakeholder engagement. The ideal candidate will thrive in a dynamic, mission-driven environment with a focus on civic innovation and community impact. Key Responsibilities:

Project Management & Execution

  • Lead cross-functional initiatives across departments: operations, technology, arts, and events.
  • Define project scopes, budgets, timelines, and KPIs in alignment with organizational goals.
  • Use agile methodologies and best PM practices to ensure on-time, on-budget delivery.
  • Monitor project progress and adjust plans as needed to ensure successful outcomes.

Stakeholder Engagement & Strategic Partnerships

  • Serve as liaison to public agencies, corporate partners, third-party service providers, internal team members, and community stakeholders to streamline project execution and stakeholder communication. 
  • Cultivate and manage new and existing partnerships to support and advance project development, innovation, and overall organizational and community impact.
  • Align priorities and schedules with internal teams and external collaborators for smooth execution.

Vendor & Contract Management

  • Oversee vendor selection, procurement, contract execution, and compliance.
  • Ensure quality service delivery and cost-effective outcomes.

Permitting, Authorization & Regulatory Compliance

  • Navigate complex permitting processes with local, state, and federal agencies.
  • Lead efforts in obtaining approvals and necessary authorizations with legal and regulatory bodies to maintain compliance and ensure timely project advancement.

Cross-Departmental Collaboration

  • Integrate projects into broader organizational goals across departments, aligning priorities across park operations and maintenance, events and programming, innovation initiatives, and digital infrastructure.
  • Support implementation of new systems, problem-solving, and innovative processes through leadership, guidance, and coordination.

Budgeting, Reporting, & Risk Management

  • Prepare, manage, and reconcile project budgets.
  • Monitor progress and adjust strategy to ensure effective delivery of projects within defined budgets.
  • Anticipate and proactively identify and address project roadblocks, risks, and bottlenecks.
  • Leverage data and insights to inform decision-making and drive continuous improvement.

Qualifications:
  • Bachelor’s degree in Project Management, Urban Planning, Engineering, Architecture, Business, or a related field .
  • Minimum 4 years of project management experience, ideally in urban development, business, product development, parks and recreation, infrastructure, or non-profit sectors .
  • Strong multitasking and organizational skills with the ability to manage diverse initiatives.
  • E nthusiastic team player with vision and passion for The Underline’s impact in Miami-Dade County and beyond .
  • Experienced vendor/partner management skills, including procurement and negotiation. Proven success in sourcing contracts, managing partners/vendors, and handling procurement processes.
  • Spanish fluency strongly preferred.
  • Entrepreneurial mindset and can hustle to complete projects, deliver on goals, and meet deadlines
  • Excellent communication, problem-solving, and stakeholder engagement skills.
  • Entrepreneurial mindset with a passion for public spaces, smart cities, and sustainable communities .
  • Strong communicator who takes pride in distilling complex concepts into simple, approachable language. 
  • Creative and solutions-based to overcome obstacles and challenges. 
  • Strategic planner capable of translating an ambitious mission into processes and deliverables 
  • Curious and excited to learn about the areas of our work that you’re not already familiar with.

Preferred Skills:
  • Familiarity with local government permitting (Miami-Dade a plus).
  • Spanish fluency strongly preferred.
  • PMP certification or Master’s degree is a plus.
  • Proficiency in project management software (e.g., Asana, Smartsheet, Trello) and data analytics tools.
  • Experience with public-private partnerships, government relations, and community engagement.
